Parking "Gotchas"

The lower sign is a gem. Is it missing a word, or is parking forbidden three days every week even though it says "month"?

Meanwhile, city officials are scrambling to deal with the scandal of parking laws enforced in the flatlands but not in the hills. Last summer the City added a night-time shift to write more citations and bring in more revenue. But a memo went out telling the parking ticket-writers not to apply some rules in the Oakland hills.

Why? It happened because of a weak mayor and venal councilmembers. For example, councilmember Quan contacted the parking department demanding delayed enforcement for the hills areas of her district. (San Francisco Chronicle, March 6, 2010) A midlevel manager, having no backup from the office of do-nothing mayor Dellums, gave in to her bullying and issued a memo to ticket-writers.
