This arrangement is spelled out in Measure Y. I am not a lawyer, so I spoke to someone who is--Mark Morodomi in the City Attorney's office. He wrote the CA's impartial analysis that appears on the ballot which states that what I have said is the case. Moreover, in a conversation with him on that specific point, he reiterated that that is what the Measure says.
Is Mr. Pine an attorney and an expert on ordinances and ballot measures as Mr. Morodomi is? Whose word would you take on this? If you believe Mr. Pine and his cohorts, I have several very nice bridges to sell you.

Mr. Pine, you have the right to say it, but saying it does not make it true. I characterize your claims on this matter as intellectually dishonest and a deliberate distortion designed to confuse the electorate. A trick learned from the Bush campaign?
